I like to use a mix of warm water, dish soap, and a bit of baking soda or vinegar to cut grime and neutralize odors. Let it dry completely in the sun if you can—a damp bin will just freeze shut.

Next, think about the placement. If possible, move your bins to a sheltered spot. Against the house wall (away from downspouts), in a garage alcove, or even just grouped together can provide some protection from the worst wind and direct moisture. Avoid letting snow and ice pile up directly on top of the lids.

For the plastic itself, a little protection goes a long way. Spraying a silicone-based protectant (the kind used for car dashboards or tires) on a clean, dry bin can help create a moisture barrier. Focus on the lid hinges and the rim where cracks often start. Don't use petroleum jelly, as it can damage the plastic.
