If you're dealing with trash bins that keep tipping over, getting stolen, or being moved by animals, permanently anchoring them to concrete is your best solution. Here's the most effective method I've found through experience.
You'll need a heavy-duty trash bin, concrete anchor bolts (wedge or sleeve anchors work best), a hammer drill with a masonry bit, a wrench, and safety gear including gloves and goggles.
Start by positioning your empty trash bin exactly where you want it permanently installed. Mark the spots where you'll drill through the bin's base - typically there are pre-existing holes or flange areas. For maximum stability, aim for at least four anchor points.
Now for the critical part: drilling into the concrete. Use your hammer drill with a masonry bit that matches the diameter of your anchor bolts. Drill straight down through both the bin's base and into the concrete beneath. Make sure your holes are deep enough to accommodate the entire length of your anchors.
Clean out all the concrete dust from the holes using compressed air or a vacuum - this ensures your anchors will grip properly. Insert your anchor bolts through the bin's base and into the concrete holes. Tighten them gradually with your wrench until they're firmly secured.
The beauty of this method is that it creates a permanent, vandal-resistant installation while still allowing for maintenance. If you ever need to replace the bin, you can simply remove the bolts and install them on a new unit using the existing anchor points.
