Short answer: sometimes, but you shouldn’t assume it. Most urban trash bins are sold as the receptacle and lid, while the mounting kit is either included, optional, or specified separately by the buyer. If you’re buying for a city, park, campus, or transit stop, the safest move is to check the product spec sheet and the procurement requirements before ordering. Many manufacturers offer a concrete mounting kit that includes a base plate, expansion anchors or sleeve anchors, washers, bolt caps, and sometimes a drilling template. Some models are designed to be direct-bolted through the bottom; others use a pedestal or embedded sleeve.
For concrete surfaces, the anchor type matters. A standard kit may use wedge anchors for cracked or uncracked concrete, but wind load, seismic requirements, vandal resistance, and freeze-thaw exposure can change the hardware. Outdoor public trash cans also need drainage and corrosion-resistant fasteners. If the bin is near a sidewalk, you may need to meet ADA clear-width rules and local right-of-way standards.
So when you ask a supplier, don’t just ask “Does it come with a mounting kit?” Ask: Is the concrete mounting kit included in the price? What anchors are supplied, and are they rated for the concrete strength and slab thickness? Is a drilling template included? Are stainless or coated fasteners available? Does the kit meet our municipal waste bin specs? If the kit is not included, budget for it separately, because installing an urban trash bin without the right concrete anchors can lead to wobbling, damage, or a failed inspection. In short, many urban trash bins can be ordered with a concrete mounting kit, but inclusion is not universal. Confirm the mounting hardware, anchor type, and installation details in writing before purchase.
