Short answer: usually no—most urban trash bins don’t come with liners included. Public street bins are typically designed to work with a heavy-duty reusable inner bin or a large garbage bag that the city’s sanitation crew installs and replaces. You don’t normally buy those liners yourself; the city or maintenance contractor supplies them. For residential city-issued bins, they almost always arrive without liners, so you buy trash bags separately to fit the bin. There are some exceptions, like apartment or commercial bins that come with a removable inner liner, but even then you usually still need bags. If you’re buying a bin for home, check the exact dimensions and get liners that match. Recycling and compost bins may not use liners at all. So in practice: public bins often have liners supplied by maintenance, while home city bins usually mean you buy your own.
