That's an excellent and very practical question for urban management. Graffiti is a common challenge, and choosing the right finish can drastically reduce maintenance costs and keep public spaces looking clean. Based on durability and cleanability, here are the top finishes I recommend:

First, consider a Durable Powder Coat. Opt for a high-quality, thermosetting powder coating in a dark color like matte black, dark green, or charcoal. Graffiti is less noticeable on dark hues, and a matte or textured finish makes it harder for paint to adhere strongly. The coated surface allows for easier removal with appropriate graffiti cleaners without damaging the underlying finish.

For a more premium and modern look, Type 304 or 316 Brushed Stainless Steel is superb. The smooth, non-porous surface makes it difficult for spray paint to grip. Most graffiti can be wiped off with a solvent-based cleaner. The brushed texture helps hide minor scratches and scuffs that might occur during cleaning. It's highly durable but can show fingerprints and water spots.

Specifically, look for bins with a factory-applied Permanent Anti-Graffiti Clear Coat. This is a transparent, sacrificial coating that acts as a barrier. I would generally avoid standard light-colored paints, untreated mild steel, or porous materials like bare wood or concrete. They are very difficult to clean effectively.

My top recommendation for a balance of cost, durability, and effectiveness is a dark, textured powder coat or a brushed stainless steel bin. For high-vandalism areas, invest in bins with the integrated anti-graffiti clear coat system.

Always check with your supplier for specific cleanability tests and recommended cleaning agents for their finishes to ensure proper long-term care.
