First, consider adding weight. Place a heavy brick, rock, or a full water bottle on top of the lid. For a neater look, you can secure the weight with a bungee cord hooking under the bin's handles.

Speaking of bungee cords, they are a fantastic fix. Stretch a cord over the lid and hook each end to the handles on either side of the bin. This creates downward pressure that holds the lid securely.

Check if your bin has built-in lid locks. Many modern bins have latches or clips. If yours does, simply engage them. If not, you can add aftermarket lid straps or even use a sturdy Velcro strap.

Location matters. Try moving your bin to a more sheltered spot, like against a fence, wall, or behind a bush or shed, where it's protected from the direct force of the wind.
