First, try using simple binder clips or sturdy plastic clips. After placing the bag in the can, fold the top edge of the liner over the rim and secure it with several clips spaced evenly around the circumference. This creates a strong anchor point.
For a very secure hold, a bungee cord is a fantastic option. Loop a cord around the entire rim, over the bag's edge. You can often hook it onto the bin's handles or use a cord with a ball on one end to hook through the bin's ventilation holes. The tension keeps the bag firmly in place.
If your bin has handles near the top, you can use them to your advantage. Pull the bag's drawstrings (if it has them) up through the handle openings and tie them together on the outside. For bags without strings, punch two small holes in the top of the liner near the sides, thread zip ties through the holes and around the handles, and tighten.
