A sturdy fence post, a ground anchor (like those used for dog runs or tents), or a buried concrete block work great. Just make sure whatever you tie it to is stronger than the floodwater's force.

Adding weight is another straightforward method. You can place a few heavy pavers or a bag of sand/gravel at the *bottom* of the bin before you line it with a bag. This lowers the center of gravity. Some folks partially fill old milk jugs with water or sand and keep them in the bottom. Remember, empty plastic bins are incredibly buoyant.
