For a heavier-duty solution, try a bungee cord with hooks. Stretch the cord around the circumference of the bag, just below the lip of the can, and hook it onto itself. This creates inward pressure that holds the bag snugly against the inner wall.

If you want a permanent fix, consider installing small hooks or cup hooks around the inside top rim of the can. You can then loop the bag's drawstrings or its plastic tie handles over these hooks. This keeps the bag suspended perfectly.

For cans without a distinct lip, using a larger, heavier bag as an inner liner can help. The extra material creates more friction against the can's sides. You can also lightly mist the outside of the can with water before putting the bag in—the slight tackiness can help the bag adhere temporarily.
