Start by positioning your bin where you want it. Look underneath at the base. You'll want to mark spots on the concrete through any existing holes in the bin's plastic base or, if there aren't any, choose spots near the corners. Make sure the bin is level. Use your marker to put dots on the concrete through these points, then move the bin aside.

Now, put on your safety glasses. Using the hammer drill and the correct-sized bit, drill straight down into the concrete at each marked spot.
