Short answer: usually, no. In most urban settings, the trash can itself does not come with liners included, at least not in the way you might expect. The liner is treated as a consumable, so it is bought separately by whoever manages the can. That might be a city sanitation department, a business improvement district, a property manager, or a private contractor.
For public street trash cans, you will often see a plastic bag inside, but that bag is not typically sold as part of the can. The city or cleaning crew purchases those bags in bulk. Some public bins are designed with a removable inner bucket or a bag ring, which makes liner changes easier, but that inner bucket is part of the can, not the disposable liner itself. A few heavy-duty municipal cans are used without liners at all, especially when crews empty them directly into a truck.
If you are buying an “urban style” trash can for a home, office, or storefront, assume the liner is separate unless the product listing clearly says a starter liner is included. Check the can’s dimensions and look for the recommended bag size. Many urban cans use standard commercial liners, but the fit matters. A bag that is too small will slip down, and one that is too large can bunch up and look messy.
If your city issues a wheeled cart or a specific public bin, check the municipal guidelines before buying liners. Some cities ask residents not to bag recycling or yard waste, and some public cans are serviced with liners provided by the city. When in doubt, contact the department or property manager and ask what liner size and type they use. So, to answer the question directly: urban trash cans may be liner-ready, but the liners themselves are almost always purchased separately.
