The actual process of unscrewing old, rusted hinges and attaching new ones is straightforward. The main hurdles are logistical. First, you need the exact replacement parts. Public bins are often made by specific manufacturers, and their hinges and lids are designed to fit that particular model. Using a generic part might not work and could be a safety issue. Sourcing these can take time.

Then, there's the condition. These bins live a tough life. Hinge bolts are frequently rusted solid or stripped from constant use and weather. You often need penetrating oil, heavy-duty tools like impact drivers, and a lot of elbow grease just to get the old hardware off. The bin itself can be heavy and awkward to maneuver safely.

Access is another factor. You're usually working in a public space, so you need to consider safety for yourself and passersby. The bin often has to be emptied first, and the area needs to be cordoned off. It's a job that typically requires at least two people—one to hold the heavy lid steady and another to do the fastening.

So, while the mechanical skill required is moderate, the overall task demands the right parts, proper tools, some physical strength, and an awareness of the public setting. For a municipal maintenance crew with the correct supplies and equipment, it's a routine job. For an individual or property manager without those resources, it can be a significant project. The key is preparation: identifying the bin model, ordering the correct OEM (Original Equipment Manufacturer) parts, and having the right tools on hand before you start.
