For shared alleyways, check with your landlord or city first. Sometimes, drilling into a concrete wall or floor to install an eye bolt is an option if you get permission.
Weight is your friend. Before collection day, you can't always control how full the can is. Try placing a few heavy, clean bricks or a sealed bag of sand/gravel at the very bottom of the can liner. This lowers the center of gravity and makes tipping much harder.
