Most high-quality public trash cans use specialized polymers like polyethylene or polypropylene that remain flexible down to about -40°F (-40°C). These materials are specifically chosen for their cold-impact resistance—they won't become brittle and crack like cheaper plastics might. The thickness of the material also matters significantly; thicker walls provide better insulation against thermal shock.

For metal bins, manufacturers use galvanized steel or aluminum alloys with protective coatings that prevent rust and corrosion from freeze-thaw cycles. The hinges and moving parts on lidded bins typically receive special attention too, with cold-weather lubricants and stainless steel components that won't seize up when frozen.

One clever design feature I've noticed is the slight taper many bins have—wider at the top than the bottom. This prevents waste from getting completely stuck when it freezes to the sides. Municipal workers also have techniques for dealing with frozen contents, including scheduled collections before the deepest cold sets in and sometimes using non-corrosive de-icing agents when necessary.

The real challenge isn't usually the bin itself failing, but rather the contents freezing into a solid block. I've seen situations where bins need to be temporarily brought to warmer areas to thaw before they can be fully emptied. Some colder cities even use heated waste receptacles in key downtown areas, though these are more expensive to maintain.

What's impressive is how these designs have evolved through real-world testing. Manufacturers now simulate years of winter conditions in accelerated weathering chambers before products ever hit the streets. So while no system is completely immune to extreme cold, today's urban trash cans are definitely built to handle more than you might expect!
